In San Francisco, some restaurants charge an additional service fee. The money earned from this can be used to share with the employees, or it can be used to pay for employee benefits. This is a form of revenue sharing, and employees that work at these restaurants are very happy. Knowing that even if a customer doesn’t tip, the server will still earn money is a very reassuring thing.

Thailand does this too, no kidding. Restaurants in Thailand sometimes charge a 10% service charge, and customers don’t tip after most of the time. Usually tourists still tip though, because they’re accustomed to tipping and they like the service. If you ever go to Thailand, the employees there are some of the most customer-service oriented people you’ll find.
